Tier III Check Standard Certification Program
Spectrum Quality Standards is pleased to offer a Tier III Check Standard Certification Program and Check Standards for use by ILCP participants to meet the EPA TIER III §80.47 specified accuracy demonstration requirement. ILCP structure is outlined below:

Frequency: Three times per year
Test Methods and Test Samples:
*Group A:
EPA TIER III §80.47 (See Table 1) Designated Methods
1 – Dedicated 8 oz bottle for RVP [D5191] ONLY
1 – Dedicated 16 oz bottle for all other test methods
*Group B:
Selected Alternate ASTM Methods for the method-defined properties (See Table 2)

1 – Dedicated 4 oz bottle for D86 ONLY
*Sulfur Standards Methods
1 – Dedicated 20 ml ampoule of Gravimetric Standard WITH ETHANOL [For use on Instruments that use Ethanol in their Calibration Curve, such as X-Ray]
1 – Dedicated 20 ml ampoule of Gravimetric Standard WITHOUT ETHANOL [For use on Instruments that do not use Ethanol in their Calibration Curve]
1 – Dedicated 4 oz bottle of Commercial Gasoline]
Program Deliverables
Summary Statistics Report for each property with at least 25 non-outlying results. Specifically, the following statistics will be reported:
Outlier(s) identified in accordance with ASTM D7915 (GESD technique)
- Average
- Standard Deviation
- Standard Error (Uncertainty)
- D6299 compliant Normality Assessment (Anderson-Darling)
- Individual participant’s Z-score for current program
- Running Average of Individual participant’s Z-score over multiple particpants
